Attended a bartending school and passed it all a month ago, but still haven't recieved my certificates from them - even after many phone calls requesting it.

Try going in person, and say that you have a prospective employer that wants proof of having attended bartending school as a condition of being hired. And be polite about it--don't go in making demands. Just express that there's a sense of urgency, and if they can't get it right away, ask them for a deadline.
